feat(HEL-529): 按第十二版实现三页数据中枢管理后台

以 hub-kimi.html + SPEC-V11.md(v12) 为唯一视觉基线，将 /admin/ 重写为
运行总览 / 数据源配置 / 数据血缘 三页单一入口；接入 HEL-543 只读旁路
与既有 admin API，保留调度/发布/审计与危险操作入口，零新依赖。
