fix(HEL-412): 刷新降级不再整次失败，并补齐准备中提示
手动刷新与自动补跑共用可用数据判定：日线推算或上一交易日快照记为部分/准备中成功，避免前端误报刷新失败。HTTP JSON 解析错误不再把请求正文写入日志。

施工(HEL-226): 实现登录门户与本机免密切换账号
用设备 Cookie 和授权表记住本机已验证账号，登录页按确认样图做成门户，不再把密码写进浏览器。

fix(HEL-69): serve_static 目录 index 兜底，闸门改跳 /m/
审核通过后部署侧小改：目录请求返回 index.html，避免 /m/ 回退桌面页；分流闸门同步改用干净 /m/ 地址。
