HEL-730 B2 施工稿，base=feat/hel-729-creative-desk@634965f5f51c8a1e489e6462395fc26037dcacba。重排工作流库、模型连接、任务、素材和设置，保留扫描/转换/导入/映射/假服务试跑与真实连接/LLM 管理；云端明确未接入，未知指标不造数。check/build、前端守护及 126 项后端回归通过，浏览器 27 项与 60 组同窗对照证据在 HEL-730 附件，说明见 docs/changelogs/2026-10-22-hel730-management.md。WIP：全仓 lint 在 B1 原基底即失败（62 个格式文件，缺 ESLint 9 配置），解析器等新依赖需总管同意；克制动效未定义，当前禁用，待明确 B5 归属或补规范。未部署、未迁移、未真实生成，不合并旧 PR。
