f92e7e1991 docs(readme): restore the Turkish Rust guide entry
Copy the canonical Rust capability row with its relative guide path, restoring README link consistency. Docs checks (5 tests), typecheck, formatting and diff checks passed. Main lint remains blocked by two unchanged test functions exceeding the configured line limit.
