HEL-33: align sidebar brand height with topbar and status bar with collapse button

- .sidebar-brand min-height 55px -> var(--topbar-height) so brand top/bottom align with app-header (64px)
- --size-statusbar 28px -> 38px so status bar top/bottom align with sidebar collapse button (38px)
- bump tokens.css and shell.css cache-busting versions in index.html
